Filing Personal Financial Statements

ABOUT PERSONAL FINANCIAL STATEMENT REPORT

Harris County Officeholders and Department Heads must file a Personal Financial Statement (PFS) with the Harris County Clerk's Office annually by April 30th. The Statement covers the period between January 1 and December 31 of the preceding year. If deadline falls on a weekend, the filing date is extended to the following business day. Filers may request a 60 day extension. Extension requests must be submitted within the 60 day period before the deadline.

Special Circumstances:

  • During an election year, candidates on the primary and/or general ballot are required to file the PFS prior to the primary election on a date set by statute. No extensions to this filing deadline are allowed.
  • New appointees to major agencies or statewide elected offices must file a PFS within 30 days of the appointment. No extensions to this initial PFS filing deadline are allowed. Thereafter, appointees file annually by April 30th.
  • New Executive Directors of state agencies must file a PFS within 45 days of the appointment. No extensions to this initial PFS filing deadline are allowed. Thereafter, Executive Directors file annually by April 30th.
  • On request, the Harris County Clerk's Office will mail a copy of the financial statement forms and instructions to a filer.

Filers are strongly encouraged to reference the filing schedule, instruction guides for the Personal Financial Statement, and any applicable law that is pertinent to completing the disclosure, including Title 15 of the Election Code, Chapter 572 of the Government Code, and Chapter 159 of the Local Government Code.

The PFS form should be complete, including notarization, before presented for recording. The Harris County Clerk's staff cannot assist in the preparation of a document.

COMPLETING PERSONAL FINANCIAL STATEMENT REPORT PROCESS:

WHERE TO FILE - The Harris County Clerk's Office is the appropriate filing authority for the Personal Financial Statements for the following offices: County Judge, County Commissioner, County Attorney, Sheriff, County Tax Assessor-Collector, County Clerk, District Clerk, County Treasurer, Constable, Justice of the Peace, Statutory County Court/Probate Court Judges and County Department Heads.

Statutory County Court Judges (Probate, Civil and Criminal) "shall file with the County Clerk or the Texas Ethics Commission (TEC). A county judicial officer or candidate who files a financial statement with the TEC shall file with the County Clerk a document stating that the officer is filing the financial statement with the commission. The document must be filed by the deadline for filing the financial statement.

WHERE TO FIND FORMS, INSTRUCTIONS AND THE FILING SCHEDULE FOR LOCAL FILERS - Materials and information to complete and file PFS may be found HERE (Texas Ethics Commission webpage). Filers should make sure the correct Personal Financial Statement form is used. The correct form is the one with the year the statement is due in its title.

GENERATING PERSONAL FINANCIAL STATEMENT IN A PDF - The Texas Ethics Commission makes the E-Form PFS-LOCAL available for local filers to prepare Personal Financial Statement. Filers should review the e-form instructions. After completing the E-Form, filers can print a copy, scan, and save a copy, to submit to the local filing authority. Filers may also choose to use Form PFS-LOCAL and fill it out manually.

DELIVERY OF PERSONAL FINANCIAL STATEMENT REPORT

ELECTRONIC DELIVERY OF PFS REPORT- To deliver Personal Financial Statement Report and other ethics documents electronically to the County Filing Authority, filers must first create a user account HERE that enables access to the upload portal. (NOTE: Electronic files exceeding 5 MB should be delivered in-person.) Filers may also submit PFS or inquires to county.clerk@cco.hctx.net

ESSENTIAL STEPS TO SET UP A PORTAL USER ACCOUNT TO ENABLE ELECTRONIC DELIVERY OF PFS REPORT

  1. Set up an e-filing account:
  2. Complete the "Authorization Form"
  3. Notarize the "Authorization Form" for Electronic Filing
  4. Return "Authorization Form" to the Harris County Clerk's Office for approval

NON-ELECTRONIC DELIVERY OF PFS AND/OR USER ACCOUNT AUTHORIZATION REQUEST FORM

Filings bearing a postmark, or receipt mark, indicating a time on or before the deadline are considered delivered on time if properly addressed with postage and handling charges prepaid.
